Sheila McDonald has been with the Maryland Board of Public Works for eighteen years; after serving the Board first as General Counsel, she was appointed Executive Secretary in 1999. Previously she practiced law at a Washington, DC law firm; in-house at a Maryland manufacturer; and with the Maryland Attorney General. She graduated in 1979 from the Johns Hopkins University and in 1982 from the Catholic University Law School. Outside of her duties for the State, she is Director Emeritus of The Balanced Mind Foundation after eight years of active service, including three years as President. She is also a past member of the University of Maryland Parent Advisory Council and the Leadership Maryland class of 2003.

Bill Morgante, the Maryland Wetlands Administrator, has been a wetland scientist for 16 years; before that he spent a dozen years as a landscape architect. Bill's work in the private sector has focused on wetland delineation, permitting, mitigation, and monitoring. He earned his Master of Science from the University of Massachusetts in 2000, a Professional Wetland Scientist certification in 2007, and a Bachelor's in Landscape Architecture from the University of Oregon in 1981. Bill currently serves on the Board of Directors for the Society of Wetlands Scientists, where he chairs the Education and Outreach Committee.
