Sheila McDonald has been with the Maryland Board of Public Works for eighteen years; after serving the Board first as General Counsel, she was appointed Executive Secretary in 1999. Previously she practiced law at a Washington, DC law firm; in-house at a Maryland manufacturer; and with the Maryland Attorney General. She graduated in 1979 from the Johns Hopkins University and in 1982 from the Catholic University Law School. Outside of her duties for the State, she is Director Emeritus of The Balanced Mind Foundation after eight years of active service, including three years as President. She is also a past member of the University of Maryland Parent Advisory Council and the Leadership Maryland class of 2003.​




Gabriel Gnall

​Prior to his career with the Board of Public Works, Gabriel Gnall served as the procurement chief with the Department of Budget & Management where he conducted large-scale service procurements and developed standardized practices for diverse agencies to use. He is familiar to State procurement practioners as the leader of the Senior Procurement Advisors' Group.
Mr. Gnall first worked as a systems engineer upon graduating from St. Vincent College in Pennsylvania. After a few years, he enrolled in the Widener University School of Law in Delaware from which he received his law degree. Mr. Gnall is a member of the Maryland Bar. He resides with his (growing) family in Bowie, Prince George's County. ​



Dori Jaffe

For the past dozen years, Ms. Jaffe has served as an Assistant Attorney General in the State of Washington. There she represented clients at the Departments of Ecology and Health. Areas of focus included toxic and hazardous waste cleanups, drinking water, shellfish and water protection, and generally advising her government clients on public records, open meetings, and interpreting and drafting regulations.  
Ms. Jaffe received a B.S. in environmental engineering from Mercer University and her J.D. and M.S (environmental regulation and policy) from Vermont Law School before moving west to Washington State.  Ms. Jaffe became a member of the Maryland Bar this past December. Ms. Jaffe resides with her family in Hanover, Anne Arundel County.

William Morgante

Bill Morgante, the Maryland Wetlands Administrator, has been a wetland scientist for 16 years; before that he spent a dozen years as a landscape architect. Bill's work in the private sector has focused on wetland delineation, permitting, mitigation, and monitoring. He earned his Master of Science from the University of Massachusetts in 2000, a Professional Wetland Scientist certification in 2007, and a Bachelor's in Landscape Architecture from the University of Oregon in 1981. Bill currently serves on the Board of Directors for the Society of Wetlands Scientists, where he chairs the Education and Outreach Committee.
