Sheila C. McDonald

Sheila C. McDonald, Esq.
Executive Secretary

This is Sheila McDonald's 24th year with the Maryland Board of Public Works; after serving the Board first as General Counsel, she was appointed Executive Secretary in 1999. Previously she practiced law at a Washington, DC law firm; in-house at a Maryland manufacturer; and with the Maryland Attorney General. She graduated in 1979 from the Johns Hopkins University and in 1982 from the Catholic University Law School. A resident of Annapolis, Ms. McDonald is a member of the Maryland and D.C. Bars.​

Gabriel Gnall
Procurement Advisor

​Prior to his career with the Board of Public Works, Gabriel Gnall served as the procurement chief with the Department of Budget & Management where he conducted large-scale service procurements and developed standardized practices for diverse agencies to use. He is familiar to State procurement practioners as the leader of the Senior Procurement Advisors' Group.
Mr. Gnall first worked as a systems engineer upon graduating from St. Vincent College in Pennsylvania. After a few years, he enrolled in the Widener University School of Law in Delaware from which he received his law degree. Mr. Gnall is a member of the Maryland Bar. He resides with his family in Davidsonville, Anne Arundel County. ​

David Bohannon
General Counsel

David Bohannon joined the Board of Public Works as General Counsel in 2017.  He brings to this position diverse experience from throughout State government, having served in procurement and contracting, legislative, operational, and litigation roles.  David is a member of the Maryland Bar, and clerked for both Judge John M. Glynn and Judge John P. Miller, of the Circuit Court for Baltimore City. He graduated with his B.A. in 1999 from St. John’s College (Annapolis), his J.D. in 2005 from the University of Maryland - Baltimore, and his M.B.A in 2013 from the University of Maryland - College Park. David resides with his family in Brooklyn Park, Anne Arundel County.

William Morgante

William Morgante, PWS
Wetlands Administrator

Bill Morgante, the Maryland Wetlands Administrator, has been a wetland scientist for 16 years; before that he spent a dozen years as a landscape architect. Bill's work in the private sector has focused on wetland delineation, permitting, mitigation, and monitoring. He earned his Master of Science from the University of Massachusetts in 2000, a Professional Wetland Scientist certification in 2007, and a Bachelor's in Landscape Architecture from the University of Oregon in 1981. Bill currently serves on the Board of Directors for the Society of Wetlands Scientists, where he chairs the Education and Outreach Committee.
